If your ads are indeed set up correctly, then it means that you are indeed receiving “organic” clicks from Facebook.
The thing to remember is that your UTMs are only applied when someone is served your ad and they click on the ad itself. For example, imagine that Person A is served your ad and they tag Person B in the comments …
Assuming they both click your ad, Person A will be tracked with UTM Parameters while Person B will click the “raw” link that you entered for your Website URL, with no UTMs.
Another example is if the person who is served your ad clicks on your Facebook page name (which many people do) and accesses your website either from the link there, or from any other links to your site on your Facebook page itself.
In these cases, once again, they will arrive at your site but Facebook will not include UTMs because they didn’t click the ad itself.
The main thing to realize here is that when this happens you are not being charged by Facebook.
